This phrase is like wearing a fancy suit. You use it in formal places, like work or talking to customers. It shows great respect. If you use it with friends, it sounds very strange.
This grammar is different from 〜ではいらっしゃいません. That one is for talking about others with respect. This grammar is for talking about yourself or general things. It is humble and polite.
Don't use this when you want to say an "i-adjective" is not something. For example, you cannot say "takai dewa gozaimasen" (it is not expensive). This phrase works with nouns and "na-adjectives" only. You need a different phrase for "i-adjectives".
