This phrase is like a shield. It lets you share news without saying, "I know this for sure." You are just passing along what others say.

This is different from 〜そうだ (hearsay). 〜と言われている is for things many people believe. It is for common knowledge or old rumors. 〜そうだ is for things you just heard. It is often from one person or a specific source. It is for new information. 〜とのことだ is more formal. You use it to pass on a message from a clear source. Even if you do not name the source.

Use this when you want to share a common idea. It shows what many people think. Then you can share your own thoughts about it.
