This phrase is like finding a small good thing in a bad situation. It means things are not great, but they could be much worse. You feel a little bit lucky.

This grammar is different from "〜ないまでも". That grammar means "even if not X, at least Y". For example, "I clean at least once a week, even if not every day." This grammar, "〜だけまし", means a situation is better than it could be. It shows you are happy it is not worse.

Don't use this when something is truly good. For example, if you got a perfect score on a test, don't say "At least I passed." That's good."
