This grammar often shows something was left on or open. It means someone forgot to turn it off or close it. It feels like a small complaint.

This is different from "Verb [た-form] + まま." That just says something is still in a certain state. It does not judge it. "〜っぱなし" means someone was careless. It is also different from "〜っきり." That means nothing has happened since an action. It focuses on what did not happen next.

Don't use this when an action ends quickly. For example, you cannot say "会うっぱなし" (met and left it).
