This phrase softens a negative reason. It makes your words less harsh. You can use it to explain your own mistakes. Or, you can talk about someone else's problems. It sounds more gentle. For example, "気のせいか" means "maybe it's just my imagination."

〜せいか is different from 〜せいで. 〜せいで means "because of X." You are sure about the reason. 〜せいか means "maybe because of X." You are not sure about the reason. It is a guess. Both are for bad things that happened.

Don't use this when you want to end a sentence. It needs more words to finish the thought. For example, you cannot just say "Tired, maybe?"

Use this when you want to guess why something happened. You are not sure, but you think it might be the reason. It often explains something bad that happened.
