This grammar is like saying 'for every' or 'per'. It shows things are shared out. For example, 'one person for each group'. It is not just about time. It is about dividing things up.

This is different from "~tabi ni." You use "~goto ni" for fixed times. For example, "every hour" or "each page." You cannot use "~tabi ni" for these. "~tabi ni" is more about a feeling of repetition. "~goto ni" is about a regular cycle. For example, "The bus comes every 10 minutes" is correct. You cannot say "The bus comes every 10 minutes" with "~tabi ni."

Don't use this when you choose to do something each time. For example, don't say "every time I go to Tokyo, I buy souvenirs" with 〜ごとに. Buying souvenirs is your choice.
