You use 〜が欲しい for things you want. For actions you want to do, use 〜たい. For example, 'I want to drink water' is '水が飲みたい'. If someone else wants something, use 〜を欲しがる. For example, 'The child wants a toy' is '子供がおもちゃを欲しがっている'.

Don't use this when you talk about what someone else wants. For example, don't say "He wants a car." You can ask someone what they want. You can say what you want.
