    Imagine a planet in the middle. Many things orbit around it. This grammar shows something is the main point. Everything else goes around it.

    This is different from '〜について' and '〜に関して'. Those just mean 'about'. '〜をめぐって' means there is a big disagreement about the topic. People have very different ideas or are fighting over it. For example, you can talk 'about' a project. But if opinions are split 'over' a project, you use '〜をめぐって'. The form '〜をめぐる' describes a noun, like 'a conflict over the issue'.

    Don't use this when you just think about something. For example, you wouldn't say "I thought about the problem." This is for when many people are involved.
