This grammar is like saying "no matter what." You often use it with words that are opposites. For example, "big or small" or "yes or no." It connects two ideas. The second idea happens even with the first idea.
Both '〜にかかわらず' and '〜を問わず' mean 'regardless of'. '〜を問わず' shows many things are okay. For example, 'all ages welcome'. '〜にかかわらず' also means this. But it strongly says a condition does not change the result. '〜に関係なく' is like '〜にかかわらず'. But it is a bit less formal.
Don't use this when you talk about your own choices. For example, say "I will go even if it rains." Do not say "Regardless of rain, I will go."
